BOSTON (AP) ? William "Mo" Cowan, a former top aide to Democratic Gov. Deval Patrick, was tapped by Patrick on Wednesday to serve as interim U.S. senator for Massachusetts until a special election is held to fill the seat left vacant by John Kerry's confirmation as the nation's new secretary of state.
Cowan, 43, became chief-of-staff to Patrick in 2010 after serving as chief legal counsel during the governor's first term. He stepped down as Patrick's top aide in December, though he remained on as a senior adviser through the filing last week of the governor's state budget request.
He'll serve until after the special election, scheduled for June 25. He said he humbled by the appointment.
Patrick lauded Cowan for helping manage the state through the recession and said he had earned the respect of people throughout government.
"In every step, he has brought preparation, perspective, wisdom, sound judgment and clarity of purpose," Patrick said while introducing Cowan at a Statehouse news conference.
Patrick and Lt. Governor Timothy Murray added that the friendly Cowan ? who eschewed his trademark bow tie in favor of a traditional suit and necktie for Wednesday's announcement ? also brings "cool" to the job.
Cowan grew up in North Carolina and graduated from Duke University and Northeastern University's law school. He was a partner in the prominent Boston law firm of Mintz Levin before going to work for Patrick.
Patrick had said that diversity would be an important consideration in his choice of an interim senator, and Cowan will be the state's second African-American senator. Edward Brooke, a Republican, represented Massachusetts from 1967-1979.
Cowan said his mother, who is recuperating in North Carolina after knee-replacement surgery, was a child of the segregated south who raised him and his sisters alone after his father died when Cowan was a teen.
"My mother told me that days like today are possible if you work hard and you treat people with respect," he said.
Cowan, who indicated that he would keep members of Kerry's staff during the interim period, ruled out running for public office in the future.
"This is going to be a very short political career," he joked.
The governor had promised his selection would be a person who had no intention of being a candidate in the special election, but he otherwise had given little detail about his deliberations.
The only possible candidate Patrick confirmed speaking with was former Rep. Barney Frank, and then only after Frank told reporters he'd spoken with Patrick. Michael Dukakis, the former governor and 1988 Democratic presidential nominee, and Victoria Kennedy, widow of U.S. Sen. Edward Kennedy, had also been mentioned as possible candidates for the interim post.
Cowan's appointment also signals the official start of the special election race. The winner will serve out the remainder of Kerry's term and would face another election in November 2014.
So far the only announced candidate is Democratic U.S. Rep. Edward Markey, of Malden. Fellow Democratic Congressman Stephen Lynch, of Boston, also is weighing a run and is expected to formally announce his candidacy on Thursday.
Republican officials close to Scott Brown said Tuesday that the former senator is "leaning strongly" toward running and could make an announcement early next week. The officials spoke to The Associated Press on the condition of anonymity because they were not authorized to share internal discussions.
Brown, who is still popular in Massachusetts despite his unsuccessful re-election campaign last year, would be considered a front-runner with a campaign effort that could easily be revived and an ability to raise tens of millions of dollars.
Brown also has some hurdles, including his loss last year to Democratic U.S. Sen. Elizabeth Warren.
The candidates face a tight schedule to raise money and convince voters to put them in the Senate. The Democratic and Republican primary elections are scheduled for April 30.
Massachusetts Secretary of State William Galvin said he's ready to immediately release nomination papers. Candidates will have four weeks to collect the 10,000 signatures they need to get on the ballot.
Markey has already publicly challenged all Democratic and Republican candidates who might jump into the special election to agree to keep outside groups from spending money on political ads. He said he wants a deal similar to the so-called "people's pledge" agreed to by Brown and Warren in last year's Senate race.
Kerry was confirmed by the Senate on Tuesday, by a 94-3 vote, to succeed Hillary Rodham Clinton as secretary of state. His resignation takes effect Friday at 4 p.m.
Warren, who will become the state's senior senator following Kerry's departure despite having been in the Senate for only weeks, released a statement on Wednesday praising Cowan's selection and promising to work closely with him in the months ahead.

Good working ties to Halalt First Nation leaders are still crucial to North Cowichan council, despite Halalt's high-court appeal about municipal water rights to Chemainus River's aquifer.
"We won't let the Supreme Court case impinge on our relationship with the Halalt," Mayor Jon Lefebure said last week.
"Water rights are an issue of great concern to the Halalt, and who owns the aquifer under title rights. The Halalt has the right to an ability to appeal.
"My concern is that we have a lot of ongoing issues we need to work on with the Halalt, because we work on their traditional territory," he said.
Dissatisfied with November's B.C. Court of Appeal ruling, allowing North Cowichan to resume pumping river water to the Chemainus area, the Halalt is asking the Supreme Court to settle legal arguments about ownership of the river's aquifer wells.
Halalt leaders have filed a leave to appeal application with Ottawa's high court.
Lawyer William Andrews said the Supreme Court has been asked to address two key legal issues: who owns the groundwater under the reserve and Aboriginal-title lands; and where a First Nation asserts both Aboriginal rights and title, can the Crown do its consultation based only on the rights, and not the title? Halalt's release reads.
Those questions spring from the province's November appeal that set aside a 2011 B.C. Supreme Court ruling stopping municipal water pumping until Victoria held proper project consultation with the Halalt.
Chief James Thomas said his people see themselves as the river's stewards, and believed the Supreme Court of Canada appeal will be of national importance.
North Cowichan taxpayers paid about $170,000 during Victoria's November appeal.
"We don't know yet if there'll be any further (legal) costs to North Cowichan," Lefebure said of the looming Supreme Court case.

Smaller Snacking is Smart Snacking: New study shows 'just a bite' will satisfy
Jan. 29, 2013 ? How much chocolate would you need to eat to be satisfied? Less than half as much as you think, according to this recently published Cornell University snacking study. Using chocolate chips, apple pie, and potato chips, researchers Ellen van Kleef, Mitsuru Shimizu, and Brian Wansink designed a study to determine if people who were given smaller portions of snack foods would feel hungrier or satisfied fifteen minutes after eating.
Two groups with different portion sizes were tested. The larger portion size group was given 100g of chocolate, 200g of apple pie, and 80g of potato chips, all slightly larger than the recommended portion sizes. This equaled 1370 calories in snack foods. The other group was given 10g, 40g, and 10g of these same foods respectively, for a total of 195 calories. The two groups were given as much time to eat as needed, and were asked to fill out surveys to rate the liking, familiarity, and boredom with the food. They were also asked to rate their hunger and craving before the food was presented and fifteen minutes after the taste tests ended.
The results remarkably showed that smaller portion sizes are capable of providing similar feelings of satisfaction as larger ones. Those given larger portions consumed 77% more food, amounting to 103 calories more, but they did not feel any appetite enhancing or stronger feelings of satiety than the group with the smaller portions. Overall these findings reflect the importance of portion size. While larger portions result in increased food intake, smaller portions may make you feel equally satisfied. The smaller portions can lead to a decline in hunger and desire that would help people limit their food intake. So, next time you are craving a snack food, remember that you can feel similarly satisfied with one handful as you would with two!

Microsoft Teams Up With Parature to Enhance Customer Service in ...

It?s pretty much a given that any business function that exists these days is moving to the cloud. Tracking sales contacts and leads? Salesforce.com. Marketing? Marketo. Human resources? Workday. Running your business? Netsuite.Even customer service has started a shift to the cloud, and a company that specializes in precisely that is Parature. I first encountered Parature in 2011. The basic idea with its cloud-based software is to reduce the cost and time commitment required to answer the same support questions over and over. Simple as that.
Well, building on a partnership first established two years ago, Parature is about to announce that it is teaming up with Microsoft, the maker of Dynamics CRM software.
The new integration will give Dynamics users a platform from which to engage with customers on the Web, via live chat session, on their mobile devices or through social networks.
Key features include a self-service part that creates a knowledge base customers can use to get quick answers to regular questions on their own. Repeated questions tend to eat up a lot of time and attention that could be better spent elsewhere.
There?s also a chat service, so your service agents can be right there in real time. And there?s a social component as well, including Parature for Facebook and support for Twitter. Yes, customer support happens there, too.
The point of the integration is to get customer data that lives in the CRM application all in the same place as records of support calls and help requests. Logical, right?
Anyway, Parature has come a long way since I last looked in on it. It has been used to support approximately 55 million end users worldwide, and its customers include IBM and the U.S. Environmental Protection Agency. It?s backed by about $30 million in VC investments from Accel Partners, Valhalla Partners and Sierra Ventures.

NEW YORK (AP) ? Pfizer helped keep the stock market rally alive Tuesday. The drugmaker's stock gained after posting strong earnings, pushing the Dow closer to 14,000.
The Dow Jones industrial average rose 73 points to close at 13,954.42 points, ending higher for the seventh day in eight. The Standard and Poor's 500 also rose, adding eight points to 1,507.84 points. The Nasdaq composite dropped less than a point to 3,153.66.
The January rally looked as if it was running out of steam yesterday as stocks pulled back from their highs, but Tuesday they resumed their ascent toward record levels. Demand was bolstered at the start of the year after lawmakers reached a deal to avoid the "fiscal cliff" and was sustained by reports that have added to evidence showing the U.S. housing market is recovering and the jobs market is slowly healing.
The Dow is 6.5 percent higher this month and the S&P 500 is up 5.7 percent. Both indexes are at their highest levels in more than five years.
Pfizer was the biggest gainer in the Dow, advancing 86 cents, or 3.2 percent, to $27.70 after the company said its fourth-quarter profit more than quadrupled because of a $4.8 billion gain from selling its nutrition business and despite competition from generic drugs hurting sales. Homebuilder D.R. Horton gained $2.51, or 11.8 percent, to $23.82 after it said that net income more than doubled as the housing recovery took hold. Improving home prices and better sales bolstered profits.
"The earnings season is not stellar, it's not gangbusters, but it's better than last quarter," said Quincy Krosby, a market strategist at Prudential.
Currently, analysts expect fourth-quarter earnings for 2012 to increase by an average of 4.7 percent for S&P 500 companies, according to the latest data from S&P Capital IQ. That's an improvement on the previous quarter when profit grew by 2.4 percent.
Valero Energy, a refinery operator, was the biggest gainer in the S&P 500. The company's stock climbed $4.96, or 13 percent, to $43.77 after the company said that fourth-quarter profit soared on higher refining margins, as it swapped out foreign crude for cheaper domestic oil.
Investor optimism was checked by a report that showed U.S. consumer confidence sank in January to the lowest level in more than a year as Americans fretted about the economic outlook and higher Social Security taxes. The Conference Board said that its consumer confidence index dropped to 58.6 in January, down from a reading of 66.7 in December.
Stocks also failed to get much of a lift from a report published before the market opened that showed the U.S. housing market is sustaining its recovery.
The Standard & Poor's/Case-Shiller 20-city home price index rose 5.5 percent in November compared with the same month a year ago, pushed higher by rising sales and a tighter supply of available homes.
"The turnaround in the housing market is for real," said Peter Cardillo, chief market economist at Rockwell Global Capital, who says the decline in consumer confidence will likely prove to be temporary as home prices rise. He predicts that the S&P 500 may climb as high as 1,575 this quarter as investor optimism about the economic recovery grows.
The Federal Reserve started a two-day meeting Tuesday. Investors will also be looking at the release of their statement Wednesday for clues about the outlook for the economy and interest rates.
The yield on the 10-year Treasury note rose by four basis points to 2 percent. The yield, which moves inversely to its price, is at its highest level since April.
Other stocks in the news;
? Ford fell 64 cents, or 4.6 percent, to $13.14 despite reporting earnings that beat analysts' estimates. The automaker said that its losses in Europe would be bigger than it had previously forecast. The company's stock has advanced 49 percent in the last six months.
? Seagate Technology, which makes hard disk drives for storage, fell $3.50, or 9.4 percent, to $33.91 after it reported a 13 percent drop in profits as expenses outpaced revenue growth.
? Software company VMware fell $21.18 to $77.14 after it said that it late Monday that it expects first-quarter revenue to come in lower than Wall Street analysts had forecast. The company is also cutting 900 jobs, or about 7 percent of its workforce.
? Eli Lilly rose $1.68, or 3.2 percent, to $54.32 after the drugmaker cut expenses, helping it beat analysts' expectations. The company's earnings slipped 4 percent.

Increasing severity of erectile dysfunction is a marker for increasing risk of cardiovascular disease and death
Jan. 29, 2013 ? A large study published in PLOS Medicine on January 29, 2013, shows that the risk of future cardiovascular disease and death increased with severity of erectile dysfunction in men both with and without a history of cardiovascular disease. While previous studies have shown an association between ED and CVD risk, this study finds that the severity of ED corresponds to the increased risk of CVD hospitalization and all-cause mortality.
The study authors, Emily Banks (from the Australian National University) and colleagues, analyzed data from the Australian prospective cohort 45 and Up Study. The authors examined the association between severity of self-reported ED and CVD hospitalization and mortality in 95,038 men aged 45 years and older, after adjusting for a number of potential confounding factors. The study included more than 65,000 men without known CVD at baseline and more than 29,000 men with known CVD. There were 7855 incident admissions for CVD during an average 2.2 years of follow-up ending in June 2010, and 2304 deaths during an average of 2.8 years of follow-up, ending in December 2010.
The authors found that, among men without known CVD, those with severe versus no ED had a relative 35% increase in risk of hospitalization for all CVDs, and a relative 93% increased risk of all-cause mortality. Among men with known CVD at baseline and severe ED, their increased risk of hospitalization for all CVDs combined was a relative 64% and for all-cause mortality, 137%.
The researchers say: "The findings of this study highlight the need to consider ED in relation to the risk of a wide range of CVDs." They also stress that it is unlikely that ED causes CVD; rather both are caused by similar underlying causes such as atherosclerosis. As a result, ED could serve as a useful marker to identify men who should undergo further testing to assess their risk for CVD.

Primates too can move in unison
Jan. 25, 2013 ? Japanese researchers show for the first time that primates modify their body movements to be in tune with others, just like humans do. Humans unconsciously modify their movements to be in synchrony with their peers. For example, we adapt our pace to walk in step or clap in unison at the end of a concert. This phenomenon is thought to reflect bonding and facilitate human interaction. Researchers from the RIKEN Brain Science Institute report that pairs of macaque monkeys also spontaneously coordinate their movements to reach synchrony.
This research opens the door to much-needed neurophysiological studies of spontaneous synchronization in monkeys, which could shed light into human behavioral dysfunctions such as those observed in patients with autism spectrum disorders, echopraxia and echolalia -- where patients uncontrollably imitate others.
In the research, recently published in the journal Scientific Reports, the team led by Naotaka Fujii developed an experimental set-up to test whether pairs of Japanese macaque monkeys synchronize a simple push-button movement.
Before the experiment, the monkeys were trained to push a button with one hand. In a first experiment the monkeys were paired and placed facing each other and the timing of their push-button movements was recorded. The same experiment was repeated but this time each monkey was shown videos of another monkey pushing a button at varying speeds. And in a last experiment the macaques were not allowed to either see or hear their video-partner.
The results show that the monkeys modified their movements -- increased or decreased the speed of their push-button movement -- to be in synchrony with their partner, both when the partner was real and on video. The speed of the button pressing movement changed to be in harmonic or sub-harmonic synchrony with the partners' speed. However, different pairs of monkeys synchronized differently and reached different speeds, and the monkeys synchronized their movements the most when they could both see and hear their partner.
The researchers note that this behavior cannot have been learnt by the monkeys during the experiment, as previous research has shown that it is extremely difficult for monkeys to learn intentional synchronization.
They add: "The reasons why the monkeys showed behavioral synchronization are not clear. It may be a vital aspect of other socially adaptive behavior, important for survival in the wild."

Jan. 27, 2013 ? Rice University scientists have taken an important step toward the creation of two-dimensional electronics with a process to make patterns in atom-thick layers that combine a conductor and an insulator.
The materials at play -- graphene and hexagonal boron nitride -- have been merged into sheets and built into a variety of patterns at nanoscale dimensions.
Rice introduced a technique to stitch the identically structured materials together nearly three years ago. Since then, the idea has received a lot of attention from researchers interested in the prospect of building 2-D, atomic-layer circuits, said Rice materials scientist Pulickel Ajayan. He is one of the authors of the new work that appears this week in Nature Nanotechnology. In particular, Ajayan noted that Cornell University scientists reported an advance late last year on the art of making atomic-layer heterostructures through sequential growth schemes.
This week's contribution by Rice offers manufacturers the possibility of shrinking electronic devices into even smaller packages. While Rice's technical capabilities limited features to a resolution of about 100 nanometers, the only real limits are those defined by modern lithographic techniques, according to the researchers. (A nanometer is one-billionth of a meter.)
"It should be possible to make fully functional devices with circuits 30, even 20 nanometers wide, all in two dimensions," said Rice researcher Jun Lou, a co-author of the new paper. That would make circuits on about the same scale as in current semiconductor fabrication, he said.
Graphene has been touted as a wonder material since its discovery in the last decade. Even at one atom thick, the hexagonal array of carbon atoms has proven its potential as a fascinating electronic material. But to build a working device, conductors alone will not do. Graphene-based electronics require similar, compatible 2-D materials for other components, and researchers have found hexagonal boron nitride (h-BN) works nicely as an insulator.
H-BN looks like graphene, with the same chicken-wire atomic array. The earlier work at Rice showed that merging graphene and h-BN via chemical vapor deposition (CVD) created sheets with pools of the two that afforded some control of the material's electronic properties. Ajayan said at the time that the creation offered "a great playground for materials scientists."
He has since concluded that the area of two-dimensional materials beyond graphene "has grown significantly and will play out as one of the key exciting materials in the near future."
His prediction bears fruit in the new work, in which finely detailed patterns of graphene are laced into gaps created in sheets of h-BN. Combs, bars, concentric rings and even microscopic Rice Owls were laid down through a lithographic process. The interface between elements, seen clearly in scanning transmission electron microscope images taken at Oak Ridge National Laboratories, shows a razor-sharp transition from graphene to h-BN along a subnanometer line.
"This is not a simple quilt," Lou said. "It's very precisely engineered. We can control the domain sizes and the domain shapes, both of which are necessary to make electronic devices."
The new technique also began with CVD. Lead author Zheng Liu, a Rice research scientist, and his colleagues first laid down a sheet of h-BN. Laser-cut photoresistant masks were placed over the h-BN, and exposed material was etched away with argon gas. (A focused ion beam system was later used to create even finer patterns, down to 100-nanometer resolution, without masks.) After the masks were washed away, graphene was grown via CVD in the open spaces, where it bonded edge-to-edge with the h-BN. The hybrid layer could then be picked up and placed on any substrate.
While there's much work ahead to characterize the atomic bonds where graphene and h-BN domains meet and to analyze potential defects along the boundaries, Liu's electrical measurements proved the components' qualities remain intact.
"One important thing Zheng showed is that even by doing all kinds of growth, then etching, then regrowth, the intrinsic properties of these two materials are not affected," Lou said. "Insulators stay insulators; they're not doped by the carbon. And the graphene still looks very good. That's important, because we want to be sure what we're growing is exactly what we want."
Liu said the next step is to place a third element, a semiconductor, into the 2-D fabric. "We're trying very hard to integrate this into the platform," he said. "If we can do that, we can build truly integrated in-plane devices." That would give new options to manufacturers toying with the idea of flexible electronics, he said.
"The contribution of this paper is to demonstrate the general process," Lou added. "It's robust, it's repeatable and it creates materials with very nice properties and with dimensions that are at the limit of what is possible."

One killed, many hurt at funerals in Egypt port city
CAIRO (Reuters) - A man was shot dead and hundreds of people were injured in Egypt's Port Said on Sunday during the funerals of 33 protesters killed at the weekend in the city, part of a wave of violence that has compounded challenges facing President Mohamed Mursi.
The 18-year-old victim was killed by a gunshot wound in the chest, Abdel Rahman Farag, the Mediterranean port's head of hospitals told Reuters. More than 416 people suffered from teargas inhalation, while 17 sustained gunshot wounds, he said.
Gunshots had killed many of the 33 who died on Saturday when residents went on the rampage after a court sentenced 21 people, mostly from the city, to death for their role in a deadly stadium disaster in Port Said last year.
Some in the crowd chanted on Sunday for revenge or shouted anti-Mursi slogans. "Our soul and blood, we sacrifice to Port Said," they said, as coffins were carried through the streets.
Elsewhere in Egypt, police fired teargas at dozens of stone-throwing protesters in Cairo in a fourth day of clashes over what demonstrators there and in other cities say is a power grab by Islamists two years after Hosni Mubarak was overthrown.
The protesters accuse Mursi, elected in June with the support of his Muslim Brotherhood group, of betraying the democratic goals of the revolution. Since protests began on Thursday, 43 people have been killed, most in Port Said and Suez, both cities where the army has now been deployed.
The violence adds to the daunting task facing Mursi as he tries to fix a beleaguered economy and cool tempers before a parliamentary election expected in the next few months which is supposed to cement Egypt's transition to democracy.
It has exposed a deep rift in the nation. Liberals and other opponents accuse Mursi of failing to deliver on economic promises and say he has not lived up to pledges to represent all Egyptians. His backers say the opposition is seeking to topple Egypt's first freely elected leader by undemocratic means.
"BLOOD BEING SPILT"
"None of the revolution's goals have been realised," said Mohamed Sami, a protester in Cairo's Tahrir Square on Sunday.
"Prices are going up. The blood of Egyptians is being spilt in the streets because of neglect and corruption and because the Muslim Brotherhood is ruling Egypt for their own interests."
On a bridge close to Tahrir Square, youths hurled stones at police in riot gear who fired teargas to push them back towards the square, the cauldron of the uprising that erupted on January 25, 2011 and toppled Mubarak 18 days later.
Clashes also erupted in other streets near the square. The U.S. and British embassies, both close to Tahrir, said they were closed for public business on Sunday.
The army, Egypt's interim ruler until Mursi's election, was sent back onto the streets to restore order in Port Said and Suez, which both lie on the Suez canal. In Suez, at least eight people were killed in clashes with police.
Egypt's defence minister who also heads the army, Abdel Fattah al-Sissi, called for the nation to stand together and said the military would not prevent peaceful protests. But he called on demonstrators to protect public property.
Many ordinary Egyptians are frustrated by the regular escalations that have hurt the economy and their livelihoods.
"They are not revolutionaries protesting," said taxi driver Kamal Hassan, 30, referring to those gathered in Tahrir. "They are thugs destroying the country."
CALL FOR DIALOGUE
The National Defence Council, headed by Mursi, called on Saturday for national dialogue to discuss political differences.
That offer has been cautiously welcomed by the opposition National Salvation Front. But the coalition has demanded a clear agenda and guarantees that any agreements will be implemented.
The Front, formed late last year when Mursi provoked protests and violence by expanding his powers and driving through an Islamist-tinged constitution, has threatened to boycott the parliamentary poll and to call for more protests if a list of demands is not met, including having an early presidential vote.
Opponents also criticised Mursi for not taking a more public role during weekend violence. The Popular Current movement, led by leftist Hamdeen Sabahy, said it "denounces the state of silence of the presidency and the government during the sad events that the country went through the past 48 hours".
Egypt's transition has been blighted from the outset by political rows and turbulence on the streets that have driven investors out and kept many tourists away, starving the economy of vital sources of hard currency.
Egypt's pound has been hit hard by the turmoil, steadily weakening against the dollar despite efforts by the central bank to slow the fall and preserve foreign reserves now at critical levels. The latest violence has added to investors' concerns.
The Port Said clashes erupted after a judge sentenced 21 men to death for involvement in 74 deaths at a soccer match on February 1, 2012 between Cairo's Al Ahly club and the local al-Masri team. Many of the victims were fans of the visiting team.
There were 73 defendants in the case. Those not sentenced on Saturday will face a verdict on March 9, the judge said.
Al Ahly fans cheered the verdict after threatening action if the death penalty was not meted out. But Port Said residents were furious that people from their city were held responsible.

Cuba may only be positioned 100 or so miles from Key West, but the US embargo meant an undersea fiber link to North America hasn't been a possibility. Earlier this week, though, we began to see discussion regarding traffic passing through a connection to Venezuela, and ETECSA, a government-owned telecom provider, has now confirmed that a 994-mile cable has been operational since August, though in a limited capacity. On January 10th, ETECSA stepped up its utilization, testing the connection using "real traffic."
The $70-million Alba-1 cable, which has a reported lifespan of 25 years, was completed in February 2011, though it's not clear when, or if, citizens will see any benefit -- a statement explained that it "will not automatically mean an increase in access." That's not great news for Cubans, but at least Hugo Chavez now has the possibility of a direct link to his home country -- with a Netflix subscription and a VPN tunnel to the good ole US of A, his recovery could be a little more speedy.

Obama Presses Liberal Agenda as He Starts 2nd Term
From gun control to gay rights, President Barack Obama's second-term agenda is shaping up as an unabashedly liberal wish list.
In less than a week, he's vowed to tackle climate change and protect government entitlements. His administration has lifted a ban on women in combat and expanded opportunities for disabled students. Proposals for stricter gun laws have already been unveiled, and plans for comprehensive immigration reform, including a pathway to citizenship for millions of illegal immigrants, are coming next week.
Obama's full embrace of such an agenda suggests a president both freed for action by his re-election win and seeking to capitalize on it.
"There is a deep recognition that he has a short period of time to get a lot done," said Jennifer Psaki, Obama's 2012 campaign spokeswoman. "The American people are seeing a man who is determined to finish what he started in his first term, pushing through his agenda without the burden of running for re-election."
But following through and winning approval for his proposals will require cooperation from a Congress that is nearly as divided now as it was before the November elections.
"If the president pursues that kind of agenda, obviously it's not designed to bring us together," said Senate Minority Leader Mitch McConnell of Kentucky, who calls the start of Obama's second term "a new era of liberalism."
And it's not just congressional Republicans who could stand in Obama's way as he seeks to make good on his pledges. Senate Democrats from conservative-leaning states ? who, unlike Obama, still face future elections ? may have reservations about backing a liberal agenda in the lead-up to the 2014 midterms.
Democratic resistance is already proving to be a problem for some of the toughest gun control measures that Obama proposed ahead of his inauguration in response to the elementary school shooting in Newtown, Conn. An assault weapons ban, in particular, appears to be in jeopardy, with Senate Majority Leader Harry Reid of Nevada among the Democrats yet to voice support.
Obama's tilt to the left follows a presidential campaign that left open questions about what policies he would pursue if he won a second term. His most specific campaign pledge was to let George W. Bush-era tax cuts expire for the wealthiest Americans, a step he was able to achieve during the "fiscal cliff" negotiations in late December.
That's why many of his strongest supporters were surprised ? some pleasantly ? by the issues he raised in his inaugural address, particularly his call for tackling the threat of climate change, a topic that garnered little attention during the campaign.
And after campaigning on a balanced approach to deficit reduction, including making tough choices on entitlement programs, Obama used his inauguration to extol the virtues of Medicare, Medicaid and Social Security. He made just one reference to the huge federal deficit.
Obama has previously said he's willing to put government entitlements on the table as Washington seeks to reduce the deficit, and aides say his inaugural address doesn't change that.
Obama also became the first president to use the word "gay" in an inaugural address, asserting that the nation's journey is not complete until "our gay brothers and sisters are treated like anyone else under the law."
Progressive groups welcomed the president's rhetoric, but made it clear that words alone would not be enough.
Adam Green, co-founder of the political action group Progressive Change Campaign Committee, said that if the president's inaugural address does become a template for his second-term governing strategy, "that will allow the president to win big victories and secure a legacy of bold progressive change that helped millions of Americans."
"We hope he goes that route, and we will proudly rally to his side if he does," Green said.
It remains to be seen how vigorously Obama pursues the agenda items he outlined in his inaugural address. White House officials have already struggled this week to back up his rhetoric with specific policy proposals
Still, people close to the president say he feels emboldened since winning re-election and wants to act quickly on progressive issues that eluded him during his first term. His supporters have also created a campaign spin-off organization to support his second-term agenda.
The outside group, Organizing for Action, will employ many of the same people who led Obama's two presidential bids and will have access to his campaign's voter and donor data. The new group is expected to focus on backing his positions in legislative battles, including gun control and immigration.
Some of what the president may pursue, particularly when it comes to climate change, may be through executive branch actions that don't need congressional approval.
The Pentagon this week acted on its own to lift a ban that kept female service members out of combat positions. And the Education Department unilaterally ordered schools to include students with disabilities in sports programs or provide equal alternative options.
White House officials are scouring rule books for other actions the West Wing and government agencies can take on their own.

Exxon Mobil overtakes Apple in market value
NEW YORK (Reuters) - Exxon Mobil on Friday reclaimed its place as the largest U.S. publicly-traded company by market value one year after losing it to Apple Inc, as shares of the tech giant extended their fall.
Apple's market capitalization has fallen by about $250 billion - roughly the market value of Google Inc - since hitting a high last September, when the stock traded above $700.
Apple shares traded down 2.6 percent on the day at $438.50, for a market value of roughly $411.8 billion. Exxon shares, up 0.2 percent on the day at $91.50, added to a market value of about $417.2 billion.
Apple "was clearly a momentum stock. Whenever the numbers behind momentum stocks stop, the momentum players are out and the stock tumbles," said Kim Forrest, senior equity research analyst, Fort Pitt Capital Group in Pittsburgh.
Apple shares slid 12.4 percent on Thursday - their biggest percentage drop since late September 2008 - as disappointing holiday-period iPhone sales reinforced fears it is losing its dominance in smartphones.
Apple shipped a record 47.8 million iPhones in the December quarter, up 29 percent from a year earlier. But that lagged the 50 million that analysts on average had projected.
"They make great products, expensive products, but as a value investor I'm interested in the unloved stocks, just not the recently-unloved ones," Forrest said.
Apple has finished the day as the largest company by market capitalization since the last week in January 2012, when it passed Exxon.

Jan. 25, 2013 ? There is not significant evidence to support the association between facial shape and aggression in men, according to a study published by the journal PLOS ONE.
The professor Mireia Esparza, from the Anthropology Section of the Department of Animal Biology of the University of Barcelona, is part of the international research group who carried out this study. The research is coordinated by the experts Rolando Gonz?lez Jos?, from the Patagonic National Centre (CENPAT-CONICET, Argentina) and Jorge G?mez Vald?s, from the National Autonomous University of Mexico.
Sample of about 5,000 individuals from 94 worldwide human populations
The study provides new scientific data to reject the hypotheses that associate facial shape with antisocial and criminal behaviours, which attained its maximum splendour during the mid-19th century and lately have been revitalized. To carry out the study, researchers used a sample of 4,960 individuals from 94 worldwide populations. This large sample allowed to get a global estimation of facial shape and to develop an accurate analysis taking into account distinguishing traits. The experts based the research on the study of the fWHR -- facial width-to-height ratio -- as a possible predictor of aggressive behaviours in men populations.
According to the professor Mireia Esparza, "fWHR was used for two main reasons: on one hand, it is a good indicator of face shape and, on the other hand, it was used in those previous studies which established a correlation between higher fWHR scores and aggression. By this way, we were able to compare results without any bias caused by the use of any other indicator." Esparza contributed to this international study by reconstructing the genealogies of the Hallstatt population from biodemographic data to get genealogical information of the skulls studied and estimate the fitness of each individual analysed.
Craniofacial measurements and 2D and 3D cranial landmark coordinates
Research's results support previous studies which do not prove any relation between fWHR and aggression. "This study goes more deeply," remarks Mireia Esparza. "The methodology used is based on craniofacial measurements and 2D and 3D cranial landmark coordinates, so it provides us with more accurate results than other previous studies based on photographs analysis. Moreover, our research used a large sample of about 5,000 individuals from 94 worldwide populations, so we were able to carry out inter and intra-population comparisons."
"Finally -- she continues -- , two specific databases, one sample of male prisoners of the Mexico City Federal Penitentiary and one the skulls from the catholic church of Hallstaff, Austria, enabled a deeper analysis. The Hallstatt database was used to estimate the correlation among life history parameters, such as fitness or reproductive success, and skull shape traits; this sample has been essential to yield that there is not significant correlation between fWHR and male fitness in this population. The Mexican database demonstrated that fWHR is not significantly greater on those males involved in aggressive crimes in comparison with the general population."
Neither more violence, nor more reproductive success
According to the coordinators of the study, the experts Rolando Gonz?lez Jos? and Jorge G?mez Vald?s, "the social and political implications that this kind of non-contrasted adaptive hypotheses could have, may increase racial prejudices, discrimination and intolerance." Besides demonstrating that facial traits are a poor predictor of aggressive behaviours, the study also proves that fWHR is unrelated to sexual dimorphism. In other words, males who present higher fWHR values -- wide faces in comparison with their height -- do not have a greater reproductive success or show more violent behaviours. If males displaying higher fWHR scores achieved better fitness values, it would trigger a process of sexual selection focused on fWHR. "Our study proves that there is not statistical association between fWHR and male fitness, and that facial shape is not a good predictor of behaviour," concludes Esparza.

WASHINGTON (AP) ? The Afghan war effort eventually would be harmed by across-the-board budget cuts, even as the Obama administration intends to shield the military's combat mission from the reductions, the Pentagon's No. 2 official said Friday.
"There will be second-order effects on the war," Ashton Carter, the deputy defense secretary, said in an interview in his office with a small group of reporters. Deferred maintenance on weapons and other equipment, for example, will eventually erode the combat fitness of military units deploying to Afghanistan, he said.
The U.S. has about 66,000 troops in Afghanistan, with an undetermined number of withdrawals expected this year and in 2014.
The administration holds out hope that Congress will come up with a deficit-cutting mechanism to replace the across-the-board spending cuts due to take effect March 1, but Carter suggested that hopes are not high.
Defense Secretary Leon Panetta and Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff, have repeatedly warned that the threatened defense cuts, amounting to about $50 billion this budget year, would hurt national security. Carter said he feared that the message has not been heard widely enough in Congress and across the country.
If the cuts take effect in March, hundreds of thousands of Pentagon civilian employees will face furloughs and reduced paychecks by April, Carter said. They would lose one day of work per week for the remainder of the budget year, which ends in September, he said.
"This is painful to us," Carter said.
The Pentagon has about 800,000 civilian employees; they have not yet been officially notified of furloughs. Carter said the furloughs would be expected to save $5 billion. No military positions will be cut, he said.
Carter said the Pentagon already is eliminating all 46,000 of its temporary civilian workers in anticipation of budget cuts.
Carter also disclosed that he will remain on the job as deputy defense secretary in President Barack Obama's second term. He said Obama had called him after nominating Chuck Hagel to be his next defense secretary, asking Carter to remain.
"I agreed to do that, and I'm enthusiastic about doing that," he said, adding that he believes Hagel will be a good Pentagon chief.
Carter had been mentioned as a possible Obama choice for energy secretary.
