Philly Artist of the Week: Wild Rompit | The Triangle

[/media-credit] Drexel student band Wild Rompit first formed when Blair Ollendorf and Brandon Bost became roommates during their freshman year.

Senior music industry students Blair Ollendorf and Brandon Bost were randomly paired as roommates in the fall of 2009, and that is when Wild Rompit was born.

?We started playing music together and going to some open mics around Philly. We asked [senior film and video student] Sean Huber to play drums and recorded our first EP, ?Stampede,? over Christmas break. [Senior entertainment and arts management student] Paul Impellizeri joined at the end of those recording sessions, and that?s that!? Ollendorf, the lead singer and guitarist, said.

All four band members are originally from New Jersey. Ollendorf and Impellizeri are from southern New Jersey, and Huber and Bost are from northern New Jersey.

They describe their music as ?heart-pounding indie rock tinged with fervent idealism, honest lyricism and gritty vocals,? Ollendorf said.

Their inspirations range from multiple artists and genres of music, from Tallest Man on Earth and The National to Adele and Johnny Cash.

?We believe in the power of great songwriting, and we hope the best of our influences comes out in our songwriting to create our unique sound,? Ollendorf said. The mixture of Ollendorf?s undeniably unique vocals and honest lyrics gives the band an extraordinary sound.

A highlight of 2012 for Wild Rompit was when the band was part of The Mann Center?s Rising Stars of Tomorrow program, which included a performance for over 5,000 inner-city children from ages 5 to 10.

?It was awesome to see the excitement in the kids? faces when we played. Hopefully we inspired a few kids to pick up an instrument and rock out,? Ollendorf said.

Wild Rompit has been writing constantly and is getting ready to get into the studio to record its first full-length album. This is exciting for them, as it?s been a while since they?ve released new music.

Wild Rompit has a show coming up Dec. 12 at North Star Bar. They will open for The Apache Relay, who recently opened for Mumford & Sons at the Hollywood Bowl.

?We are really big fans of those guys and psyched about all their success,? Ollendorf said.

Healing an Invisible Population ? Truth Be Told

IMG138-1I?ve been volunteering for Truth Be Told since 2009. It began with my attending a graduation at Lockhart prison, where I witnessed female inmates bravely sharing their stories (their truths) about what led them to prison ? not the crime, per say, but the much bigger, deeper picture that this nonprofit program asks incarcerated females to explore, which is: ?Looking back on your entire life, what are the decisions you have made (that you are accountable for) and the experiences you have had (that you are not responsible for) that slowly, but steadily, led you to where you are today, which is behind bars??

Their stories were raw, disturbing, heartbreaking, honest, humble, accountable, eye-opening and a game-changer for me. I no longer saw these women as criminals and inmates, but as broken human beings. To someone out there, these women were grandmothers, mothers, sisters, daughters and friends ? and somewhere along the way, most all of them had suffered by the hands of others first and then chosen to make decisions that would cause suffering for themselves and for others.

MandalaI heard somewhere that ?Hurt people hurt people, and healed people heal people.? I couldn?t agree more. Truth Be Told offers programming to women behind bars that evokes healing, self-understanding and self-acceptance, so that this invisible and broken population can love and forgive themselves first and then learn to love, forgive and have compassion for others. Every class we offer in prison promotes the 4 Cs: Community building, Creativity, Caring for self and Communication skills. Through a variety of methods that include creative writing, public speaking and movement, we offer opportunities for self-discovery, self-expression, truth-telling and trust-building. We are not a religious organization; we embrace all walks of faith and even those who have little or no faith.

One recurring theme that seems to come out of these classes every semester is the new awareness that ?I am not alone.? It?s a simple thought, but it can feel like a tremendous burden has been lifted off one?s shoulders when she has been walking through life feeling like no one could possibly ever understand her or care about her anymore.

We operate on a shoestring budget like most nonprofits. All our classes are facilitated by volunteers. This work is not only transformational for the women behind bars, but for the women beyond bars who are dedicating their time and energy to shine light on a population of women forgotten by many. Personally, I find it difficult to point the finger anymore at where the ?evil? begins. I just know that I want the healing to begin so that the cycle of crime, suffering, violence and desperation can be broken.

Rolling Stones storm London; New York next

LONDON (AP) ? The verdict is in: The Rolling Stones are back. They may look old, but they still sound young.

That was the consensus Monday as Britain's rock critics responded to the Stones 50th anniversary bash Sunday night, the first of five shows to commemorate their half century of rhythm and blues-tinged rock. It was the band's first London performance in five years, and their own advancing years had led some to be skeptical that they could still perform at the highest level.

They were led by the seemingly ageless Mick Jagger, whose strutting style has not been dimmed, and backed by brilliant guitarists Keith Richards and Ronnie Wood and the energetic drumming of Charlie Watts, who is now past 70 but shows no sign of slowing down. There was a stunning guest appearance by former Stone Mick Taylor, who stole the show during a searing performance of "Midnight Rambler" and a brief visit from former bassist Bill Wyman.

The Daily Mail's Jan Moir said the Stones had somehow beaten the aging process: "You might imagine that they had been worn down by life, by wives, by arthritis, by scandals old and new, by drugs, but no ? they seemed indestructible." She said their swampy, gritty sound remains unique after half a century.

Daily Telegraph reviewer Neil McCormick said the band exceeded all expectations. He described the weaving of the guitarists,?mixed with Jagger's blues harmonica, as a wonder.

"When looking for the secret of the Stones, it is perhaps that they actually listen to each other while they play, and almost lose themselves in it, while their brilliant frontman keeps it all together," he wrote.

Ebullient fans agreed with this assessment, as did the Guardian newspaper, which gave the performance four out of five stars.

Jagger, in skin-tight black pants, a sparkly tie and a matching checked jacket and hat, took time out from singing to thank the crowd for its loyalty.

"It's amazing that we're still doing this, and it's amazing that you're still buying our records and coming to our shows," he said. "Thank you, thank you, thank you."

Lead guitarist Keith Richards, whose survival has surprised many who thought he would succumb to drugs and drink, was blunter: "We made it," he said. "I'm happy to see you. I'm happy to see anybody."

But the band's fiery music was no joke, fuelled by strong guest appearances by Taylor, and Mary J. Blige, who shook the house in a duet with Jagger on "Gimme Shelter," and Jeff Beck.

The 50th anniversary show, which will be followed by one more in London, then three in the greater New York area, lacked some of the band's customary bravado ? the "world's greatest rock 'n' roll band" intro was shelved ? and there were some rare nostalgic touches.

The concert began with some early Stones' numbers rarely heard in concert, including the band's cover of the Lennon-McCartney rocker "I Wanna Be Your Man" and a cover of "It's All Over Now," written by Bobby Womack and Shirley Womack.

They didn't shy away from their darker numbers, including "Paint It Black" and "Sympathy for the Devil" ? Jagger started that one wearing a slightly silly black, purple-lined faux fur cape that conjured up his late '60s satanic image.

He even cracked a joke about one of the band's low points, telling the audience it was in for a treat: "We're going to play the entire "Their Satanic Majesty's Request" album now," he said, referring to one of the band's least-loved efforts, a psychedelic travesty that has been largely, mercifully, forgotten.

He didn't make good on his threat.

Jagger seemed more mellow than usual, chatting a bit about the good old days and asking if there was anyone in the crowd who had seen them in 1962, when they first took to the stage.

He said 2012 had been a terrific year for Britain and that the Stones nearly missed the boat, playing no role in the celebration of the Queen's Diamond Jubilee, the London Olympics, or the new James Bond film.

"We just got in under the wire," he said. "We feel pretty good."

And every year since we came to the States, she would buy a little house or a church or a village to put underneath the tree. We?ve been in the States since 1993 and now it?s like a mini country there that takes up half the living room. Every year she adds one more and they?re pretty intricate. Some of them have slides and train stations. I love that stuff. My dad is Jewish so I also enjoy a Hanukkah bush decorated in blue. We spend time making breakfast. Usually, it?s difficult for me not to give the gifts earlier because I love watching my family and my friends open the boxes and say, this is so awesome. But for the most part, I wait and we open the presents.

Favorite Holiday Movie: ?Rudolph the Red-Nosed Reindeer.? I just love it because here you have an odd ball reindeer that nobody really wants to play with, which is like life sometimes. And now this reindeer has something to offer in order to make the world better. That?s a wonderful thing! It?s the original story about bullying.

Favorite Holiday Movie: ?Home Alone.? It was the first Christmas film I saw when I came to the United States and I laughed so hard.

MTN files complaint against Ugandan magistrate

JOHANNESBURG (Reuters) - South African telecoms group MTN has lodged a complaint with the Uganda judicial service against one of the east African country's chief magistrates, after MTN's senior executives were summoned to face tax fraud charges.

MTN accuses the magistrate of unprofessional conduct after MTN Group CEO Sifiso Dabengwa and 12 officials including the chairman and CEO of MTN Uganda were summoned to court on December 12 to face charges of tax evasion, conspiracy to make false customs declarations and conspiracy to evade taxes.

MTN said it had not been aware of the summons and heard of them through media reports.

"A perusal of the summons shows that, although the order to issue them was made on the 19th November 2012, they were dated 7th November 2012," which was also a day after the magistrate who issued them transferred the case to the director of public prosecutions, the company said in a statement on Thursday.

"There was no charge sheet on the record nor was there a record of proceedings before (the magistrate) between 6th November, when she pronounced her ruling in an open court with counsel for all parties present, and 19th November, when the order was supposedly issued."

The company has previously denied the charges and says they were initiated by a former employee who himself is accused of defrauding MTN of millions of dollars.

MTN has sued the employee for embezzlement. He had initiated the case against MTN as a private prosecution last month but a court ruled on November 6 the public prosecutor should take it over.

The magistrate's court was not immediately available to comment.

Ex-hedge fund manager charged in $250M insider scam

A former hedge fund manager was charged Tuesday in what prosecutors are calling the most lucrative insider trading scheme ever, with ill-gotten gains totaling more than $250 million.

The former hedge fund manager, Matthew Martoma,?worked for some time for SAC Capital, according to sources who confirmed his employment history with Reuters on Tuesday.

Martoma, who has been charged with trading on inside information on some drug companies, worked at CR Intrinsic Investors, a unit of SAC. Reuters said his lawyer was not immediately available for comment.

The Polanyi Prizes are awarded by the Ontario government in the same categories as the Nobel Prizes (Physics, Chemistry, Literature, Economics, and Physiology/Medicine).

Marking its 25th anniversary this year, the prize was established to honour the achievement of John Charles Polanyi, a 1986 Nobel Prize Laureate in chemistry.

Dr. Voineskos, an Assistant Professor in the Department of Psychiatry, Faculty of Medicine at the University of Toronto, has won for his groundbreaking research in the category of Physiology/Medicine.

Using a lifespan-based approach, Dr. Voineskos' work combines brain imaging and genetics to improve current diagnostic classification and treatment strategies for people suffering from severe mental illness using innovative combinations of MRI brain imaging techniques and genetics. Populations currently under study include people with schizophrenia, bipolar disorder, Alzheimer's disease, as well as healthy individuals to study healthy aging.

"The goal of the research is to improve the life of people with severe mental illness either by improving their symptoms or delaying or preventing onset illness," said Dr. Voineskos. "Stigma and discrimination continue to challenge these patients. We need to make the link between these scientific discoveries and improved public policy."

New Job For Former Windows Phone Exec - Business Insider

More changes afoot at Microsoft as it adjusts to life without Steven Sinofsky, the one-time star who ran its Windows Division until he abruptly left this week.

Andy Lees, the onetime chief of Microsoft's Windows Phone group, is taking a job as head of corporate development and strategy. Instead of reporting to CEO Steve Ballmer, he'll report to CFO Andy Klein.

As Microsoft's mobile chief, Lees had some wins and losses. He oversaw Windows Phone 7, a much-needed "reboot" of the company's aging mobile platform. But the disastrously underwhelming Kin phone happened on his watch, and The Verge reported last year that Lees was blamed for losing partnerships with hardware makers like Motorola and LG, which turned to Google's Android operating system instead.

For most of the past year, Lees has been working on projects surrounding the launch of Windows 8, like the development of an e-book reader in partnership with Barnes & Noble's Nook spinoff. But that reader failed to launch in time for the release of Microsoft's Surface tablet.

Petraeus mistress had "substantial" classified data on computer: sources

WASHINGTON (Reuters) - A computer used by Paula Broadwell, the woman whose affair with CIA director General David Petraeus led to his resignation, contained substantial classified information that should have been stored under more secure conditions, law enforcement and national security officials said on Wednesday.

The contents of the classified material and how Broadwell acquired it remain under investigation, said the officials. They spoke on condition of anonymity because they are not authorized to comment publicly.

But the quantity of classified material found on the computer was significant enough to warrant a continuing investigation, the officials told Reuters.

President Barack Obama told a news conference on Wednesday that there was no indication so far that any classified documents had been disclosed as a result of the scandal but said he will not prejudge the investigation results.

As a reserve officer in military intelligence, Broadwell - co-author of a biography on Petraeus - had security clearances that gave her access to classified material, several officials said. However, government rules require classified material to be stored in secure locations or computers.

Two officials familiar with the case said that one question investigators are asking was whether Broadwell followed government rules for handling classified information.

Late Monday, FBI investigators searched Broadwell's residence in Charlotte, North Carolina, an action that officials said occurred with Broadwell's consent.

Attempts to reach Broadwell, who has remained mainly out of the public eye, have been unsuccessful. She was seen late Tuesday at her brother's home in Washington, D.C.

It is unclear where or how Broadwell acquired the classified information. During the FBI investigation that led to the discovery of the affair between Petraeus and Broadwell, both individuals denied that Petraeus had supplied her with any classified information and the FBI accepted those explanations, law enforcement sources have said.

CRIMINAL CHARGES UNLIKELY

Law enforcement officials also have said that they believe the continuing FBI probe into the matter is likely to end without criminal charges. If Broadwell is found to have mishandled classified information, she could face action under administrative security regulations.

Still, the latest developments could quash hopes among some at the Justice Department and in Congress for a quick end to a scandal that this week also ensnared the commander of U.S. and NATO forces in Afghanistan, Marine General John Allen.

Petraeus has made no public statement since he announced his resignation as CIA chief on Friday.

The retired four-star Army general has agreed, however, to testify to Congress about the attack on the U.S. consulate in Benghazi, Libya, that killed four Americans, amid questions over the CIA's actions before, during and after the assault on September 11, 2012.

Senate Intelligence Committee Chairman Dianne Feinstein said Petraeus was willing to testify about the Benghazi attack but the timing had not yet been decided, a spokesman for the California Democrat said.

Meanwhile, U.S. lawmakers also are demanding to know more about the timeline of the FBI's probe into Petraeus' affair with Broadwell.

Representative Lamar Smith, the Texas Republican who heads the House Judiciary Committee, wrote FBI Director Robert Mueller asking for both a timeline and whether Petraeus is the focus of a criminal probe.

"Has the FBI concluded that General Petraeus is not the subject of any criminal or intelligence-related investigation?" Smith asked in the letter.

Earlier on Wednesday, U.S. Defense Secretary Leon Panetta, speaking in Perth, Australia, warned against jumping to conclusions over the actions of Allen, a day after placing him under investigation in connection with the Petraeus scandal.

Allen, who denies any wrongdoing, is being investigated for potentially inappropriate communications with Jill Kelley, a Florida socialite who is at the center of the Petraeus case.

Panetta defended his decision to refer the case to the Pentagon's inspector general and for suspending Allen's nomination to another top position in the U.S. military, saying it was a prudent step "until we determine what the facts are."

PRAISE FOR ALLEN IN AFGHANISTAN

At the same time, he praised Allen's work commanding the Afghan war effort, a position he retains despite the probe.

"No one should leap to any conclusions here. General Allen is doing an excellent job at ISAF, in leading those forces," Panetta said, referring to the NATO-led force in Afghanistan.

"He certainly has my continued confidence to lead our forces and continue the fight."

Defense officials and people close to Petraeus say neither he nor Allen had a romantic relationship with Kelley, a 37-year-old wife and mother who is described as a prominent presence in military circles in Tampa.

She may have been seen as a rival by Broadwell, who sent Kelley a series of anonymous, harassing emails which touched off an investigation that uncovered evidence of an affair between Petraeus and Broadwell, according to a law enforcement source.

FBI investigators decided to pursue the matter when they found the messages contained information about the CIA chief's activities that was not publicly available, law enforcement officials said.

Kelley had gotten to know both Petraeus and Allen as a volunteer setting up social events at MacDill Air Force Base outside Tampa, headquarters of U.S. Central Command.

Allen and Kelley communicated often enough over the past two years to produce between 20,000 and 30,000 pages of email and other messages, which were turned over to Defense Department investigators on Sunday.

The actual volume of communications is likely much smaller, an official said, as the printouts include messages involving other people and email threads including prior communications.

A senior defense official told Reuters the messages were seen as inappropriate because they were "flirtatious" in nature, not because they dealt with sensitive information.

But another U.S. official said the Pentagon only decided to refer the matter for investigation after an initial look found the communications to be of "a sufficient character" to warrant further review.

Democrats declare Obama the winner in Florida

MIAMI (Reuters) - Florida's Democratic Party declared victory for President Barack Obama in the closely divided battleground state on Thursday, as he clung to a narrow but apparently insurmountable lead in the glacially slow tallying of votes from Tuesday's election.

If Obama wins Florida, it will add to his Electoral College margin and he will have won all of the key U.S. swing states except North Carolina, which he carried in 2008.

"On behalf of Florida Democrats, I wish President Barack Obama congratulations on his re-election and on his winning Florida's 29 electoral votes," Rod Smith, chairman of the Florida Democratic Party, said in a statement.

In a tacit concession, Republican Party of Florida spokesman Brian Burgess said in an email that he and other Romney supporters were "obviously not happy with the result" in the Sunshine State.

"But given the wave that we saw all over the country, we're glad that we gave them enough of a fight in Florida to prolong the battle here as long as we did," Burgess said.

As of Thursday evening, Obama had 49.92 percent of the statewide vote, versus 49.22 percent for Romney, according to the Florida Division of Elections.

Two of the three counties where ballots were still being tallied, Broward and Palm Beach, are heavily Democratic. The third county, Duval, has more registered Democrats than Republicans but has traditionally leaned Republican in presidential contests.

Just 58,055 votes separated the two candidates, but that was far more than in the 2000 election, when Republican George W. Bush won Florida by 537 votes and captured the White House after a recount dispute that reached the U.S. Supreme Court.

The slow-moving vote count in Florida has already made it the brunt of jokes on late-night television and conjured up ugly memories of the situation 12 years ago, when Florida was the cause of electoral gridlock.

This time, Florida seemed almost seemed irrelevant since Obama handily won re-election without its 29 electoral votes - the biggest prize of any of the nine key U.S. swing states.

HISPANICS FOR OBAMA

No officials were willing on Thursday to predict exactly when the race in the fourth most populous U.S. state, which has 67 counties, would be officially declared as decided. But barring any big surprises, Obama looked set to get a bump from Florida that would lift his electoral vote count to 332 over 206 for Romney.

"It's appalling that two days after the election, Florida was not able to report our presidential election results," Smith said in his statement.

"This embarrassment lays at the feet of Governor Rick Scott, who made a decision to cut early-voting in half and continually refused to extend early voting hours in light of the record turnout," Smith said.

In comments earlier in Orlando, the Republican governor adamantly refused to accept responsibility for Florida's failure to hold an election that was free of controversy.

Scott's decision not to extend early voting, after it was cut back to eight days from 14 by the Republican-controlled legislature, has been cited by many Floridians as a cause of exceedingly long voter lines on Tuesday.

Scott told Reuters, "We did the right thing" when asked about the decision, which many saw as a move to blunt voter turnout for Obama.

The length of ballots, which included 11 proposed state constitutional amendments backed by the legislature, has also been blamed for long lines at polling places and delays in tallying final results. Scott said: "The amendments don't go through the governor. The amendments only go through the legislature."

Smith attributed Obama's victory, at least in part, to what he described as "the strongest, largest ground game" Democrats had ever mounted in Florida, all part of a carefully calculated get-out-the vote effort.

The Obama campaign also cited a large turnout by the state's 1.4 million Hispanics, who voted heavily for the president. Obama won a record 61 percent of Hispanic votes in Florida, up from 57 percent in 2008, according to exit polling data compiled by Bendixen & Amandi, research and media consultants for the Obama Hispanic campaign.

Democrats made surprising inroads in the Cuban-American community, capturing 48 percent of the traditionally conservative Cuban-American vote, according to Bendixen & Amandi, surpassing the 35 percent mark set by Democratic President Bill Clinton in 1996.

"This really is a sea change," said Sergio Bendixen, a longtime Miami pollster. "The Cuban community is no different from anywhere else in the country. It is lower middle-class, it does not have health insurance and it wants to have it. It counts on Medicare and Social Security and it's finally figured out which party is defending their interests."

He said the growing population of 380,000 Puerto Ricans in central Florida was also pivotal. They preferred Obama over Romney by a margin of 83 percent to 17 percent.

Guatemalans huddle in streets after deadly quake

SAN MARCOS, Guatemala (AP) ? Guatemalans fearing aftershocks huddled in the dark and frigid streets of this mountain town wrapped in blankets early Thursday, while others crowded inside its hospital, the only building left with electricity after a powerful earthquake killed at least 48 people and left dozens more missing.

Crews worked through the night in San Marcos, searching rubble for survivors and more dead following the magnitude 7.4 quake that struck Wednesday near Guatemala's border with Mexico.

Rescuers began employing heavy machinery early Thursday to search for more survivors.

"We started rescue work very early," said Julio Cesar Fuentes of the municipal fire department. "The objective is our hope to find people who were buried."

Residents venturing outside into the morning cold found the city paralyzed and businesses closed.

In the town of San Cristobal Cochu, firefighters picked at a collapsed house trying to dig out 10 members of one family, including a 4-year-old child, who were buried, fire department spokesman Ovidio Perez told the radio station Emisoras Unidas.

Volunteers carrying boxes of medical supplies began arriving in the area in western Guatemalan late Wednesday.

Eblin Cifuentes, a 26-year-old law student, and a group of his classmates already were collecting medical supplies as part of a school drive to provide aid for the only hospital in San Marcos, a poor, mainly indigenous mountain area of subsistence farms. When the quake hit, the group decided to bring everything they had collected.

"Thank God nothing happened to us and that's why we have to help out," Cifuentes said.

The quake caused terror over an unusually wide area, with damage reported in all but one of Guatemala's 22 states and shaking felt as far away as Mexico City, 600 miles (965 kilometers) to the northwest.

It hit hardest in San Marcos, where more than 30 homes collapsed and many of the colorful adobe buildings in its center were either cracked or reduced to rubble, including the police station and the courthouse. The temblor tore a large gash in one of the streets. Hundreds of frightened townspeople stayed in the open, refusing to go back inside after more than five strong aftershocks shook the area.

President Otto Perez Molina said that 40 people died in the state of San Marcos and eight more were killed in the neighboring state of Quetzaltenango.

Hundreds of people crammed into the hallways of San Marcos' small hospital after the quake seeking help for injured family members. Some complained they were not getting care quickly enough.

Ingrid Lopez, who bought in a 72-year-old aunt whose legs were crushed by a falling wall, said she had waited hours for an X-ray.

"We ask the president to improve conditions at the hospital," she said. "There isn't enough staff."

More than 300 firefighters, policemen and civilians dug desperately at a half-ton mound of sand at a quarry trying to rescue seven people believed buried alive. Among those under the sand was a 6-year-old boy who had accompanied his grandfather to work.

"I want to see Giovanni! I want to see Giovanni!" the boy's mother, 42-year-old Francisca Ramirez, frantically cried. "He's not dead. Get him out."

By Wednesday night, firefighters had dug out two bodies from the quarry, including Giovanni's.

Perez flew to San Marcos to view the damage in this lush mountainous region of 50,000 indigenous farmers and ranchers, many belonging to the Mam ethnic group.

"One thing is to hear about what happened and another thing entirely is to see it," the president told The Associated Press. "As a Guatemalan I feel sad ... to see mothers crying for their lost children."

Perez said the government would pay for the funerals of all victims in the impoverished region.

Efrain Ramos helped load a tiny casket carrying the body of his 6-year-old niece from San Marcos' morgue to a waiting pickup truck.

"The little girl died when a wall fell over her," a shocked Ramos told a reporter. He said the girl was playing in her room when the quake hit.

Sobbing uncontrollably, the girl's mother hugged the coffin wrapped with white lace and tulle.

Ramos said the family would escort his niece Rosa's body back home for a viewing.

The quake, which was 20 miles deep, was centered 15 miles off the coastal town of Champerico and 100 miles southwest of Guatemala City. It was the strongest earthquake to hit Guatemala since a 1976 temblor that killed 23,000.

Officials said most of 100 missing were from San Marcos, where people farm corn and herd cattle, mostly for their own survival.

Hospital officials in San Marcos said they had received 150 injured.

Perez said more than 2,000 soldiers were deployed to help with the disaster. A plane had made at least two trips to carry relief teams to the area.

7 ways to save on 2013 health insurance | ezTaxReturn.com Blog

In choosing health insurance, Cariann Moore used an online spreadsheet tool provided by her employer to compare insurance plans. She found that a high-deductible plan with a lower price tag would save her money.

?For me, it makes it so much easier and demystifies what can be a little overwhelming when you have all these options,? said Moore, who works for C3 customer-service firm in Plantation, Fla.

With health insurance premiums up an average 7 percent for 2013, employees are finding they need to be savvier consumers. To deal with rising costs, employers are putting the onus on workers ?to take control over what their health expenses are,? said Terri Byers, national benefits enrollment manager for West Palm Beach, Fla.-based Oasis Outsourcing, which handles payroll and benefits for companies.

Here are seven tips on choosing health insurance and reducing costs:

- Make sure you enroll. If you don?t re-enroll in your benefits or are given new plan options, you could end up without coverage for 2013. Check your enrollment dates, often in early November or in the spring, and make sure you sign up.

Most people who are offered employer-sponsored health insurance should take it, said Keith Mendonsa, consumer insurance specialist for eHealthInsurance.com, which provides insurance quotes online. And people with pre-existing conditions should definitely take it, since they could be declined on their own, he said.

- Pay attention to your insurance costs. Look at three things: your premium cost contributions this year compared to last; your maximum ?out-of-pocket,? which is your financial obligation for a catastrophic health issue; and your deductible.

Byers offered an example: ?If my deductible is $2,500 and my out-of-pocket max is $5,000, I know I?m going to have to pay $2,500 if I go into the hospital. Can I afford that?? But if the deductible and out of pocket are both $2,500, then all your health care expenses will be covered by your insurance after the deductible is met.

Consumers make the mistake of picking what they think is the ?richer? plan, Byers said. But check whether your doctors are on the less-expensive HMO plan, as well as the pricier PPO insurance.

?It?s really understanding your plan,? she said.

- Compare traditional with high-deductible plan options. More employers are offering a high-deductible plan, which generally offers a lower premium.

But be prepared to pay the amount of the deductible in the coming year if you have serious health care issues, said Mendonsa.

Moore, 34, chose a high-deductible plan because she?s relatively healthy and doesn?t have to buy many prescription drugs. ?It made more sense for me,? she said. ?Knock on wood; I haven?t been in an emergency room for a very long time.?

But a family that has frequent visits for the children to the pediatrician or even an emergency room may prefer the co-payments and lower deductible of an HMO, Byers said.

Ask your employer if there?s a ?gap? plan available, which is combined with high-deductible insurance to offset the cost if an employee lands in the hospital. Under a high-deductible plan, the employee has to pay the deductible, which can be $5,000 or more, before surgery or other major health care expenses are covered.

- Use incentives to reduce costs. ?Employees should think about how they can be better consumers with the services a carrier offers,? said Heather Leck, president of Corporate Benefit Advisors in Delray Beach, Fla. Some plans offer a hotline to a nurse or doctor, price checks on tests ordered by a doctor, or where to find the best deal on a prescription.

- Set pre-tax dollars aside. Use a flexible spending account either from your employer or a third party, such as a bank, to deposit money to cover health costs not covered by insurance. Find the list of IRS-approved expenses on your health insurer?s website.

Note that contributions in 2013 for flexible spending accounts have been lowered to $2,500 in 2013, but Byers said she doesn?t think it will affect most people. ?I don?t see many people using the full $5,000,? she said.

Employers that offer high-deductible plans also may have the option of a health savings account, which also allows pre-tax dollars to be socked away. The difference: In a flexible spending account, money must be used by year-end, while a health savings account rolls over to the next year. If you have a number of healthy years where you don?t use what you deposit, you could rack up extra retirement savings.

?Take advantage of the services that can help you save money,? she said.

- Mix and match coverage. Your spouse or domestic partner may have less expensive coverage. Or it may be less expensive for certain family members to be insured on an individually purchased health plan. Note that employer-based plans are more likely to cover pregnancy, according to eHealthInsurance.

Mendosa said some employees may find their employer?s health plan no longer meets their needs ? perhaps they need a brand-name prescription and the plan only covers generics. Or perhaps the monthly cost for premiums is more than the employee can afford. If you have no pre-existing conditions, look at options to purchase insurance on your own.

But don?t cancel or disenroll from existing coverage until approved for a new one, he said.

- Review coverage options for adult children. Since 2010, the health care law has allowed adult children to retain coverage under a parent?s health insurance policy until age 26. But make sure adult children who live in another state have access to your in-network health care providers.
